Statement On the European Commission’s Draft Recommendation on Non-Discrimination and Costing Methodologies

“We offer our support to the European Commission’s proposed recommendation on costing methodologies because it gets the balance right for Europe’s incumbent and alternative operators at a time when a positive investment climate is crucial. The non-discrimination obligations and the more flexible wholesale access regime for regulated operators are positive elements for the market. It is an encouraging sign from the Commission to reduce constraints on regulated entities’ wholesale pricing – this will have a spillover effect in the wider marketplace. Any moves to encourage investment, especially regulation that stimulates competition between broadband infrastructures, should be applauded in these times of pressure on public finances and private investors.”
