The question remains as to what extent today’s text furthers the ability of rights users to quickly and legally access content for distribution in Europe’s rich content market.
Information provided to users – licensing conditions, criteria for calculating tariffs, and administrative requirements – constitutes the basis for fair negotiations. Further guidance on collecting societies’ relationships with rights users is needed so that we can continue to acquire premium content for the premium networks with which we provide Europe.
